At its inception, Winona Lakes was a weekend-recreational community with 23 miles of rustic unpaved roads. In due course, the WLPOA (Winona Lakes Property Owners Association) was formed and under the auspices of the Association’s first Property Manager, Bob Wolf, paved roads were introduced to the community.
